King County Elections Department has estimated, the number of signatures needed to be 10% of 1960. Gael Gilchrist of the Elections Department GIS Division sent an e-mail with an attachment showing the number of voters by precinct. This number represents an estimate of the number of ballots cast by voters in the 2001 who were not annexed into a sewer district and are, therefore, eligible to sign the petition and will vote in 2004 whether to annex.
